NO LIGHTBULB EFFECT

To work, just replace the Effect.wz in your V.75 MapleStory folder with this Effect.wz:

NO PARTY QUEST POP UP :
To work, replace the Quest.wz in your V.75 MapleStory folder with this one :

Now after, you had placed it both in your V.75 folder, you won't see anymore of the Light Bulb effect or Party Quest pop-ups.
